Ninth Session of the ASEAN Climate Outlook Forum (ASEANCOF-9)

The 9th Session of the ASEAN Climate Outlook Forum (ASEANCOF9), conducted in collaboration between the ASMC and National Hydro-Meteorological Service of Viet Nam, aims to generate consensus rainfall and temperature outlooks for the December 2017 - February 2018 boreal winter monsoon season alongside related information on weather and climate drivers in the Southeast Asia region such as the El Niño/La Niña and monsoons.

Theme: The theme proposed for this session is on the use of seasonal predictions in agricultural management. Regional and local user representatives from the agricultural sector will be invited to present on how they make use of model predictions in agricultural management. Experts will be invited to give talks on the application of seasonal predictions in the sector. The pre-COF will discuss and draft the consensus forecast for the upcoming boreal winter monsoon season (DJF 2017-2018).

Participation: All ASEAN NMHSs, ASEAN Secretariat, WMO, GPCs, international experts, and other interested stakeholders will be invited to the session. User representatives from the agricultural management sector is proposed to be invited from the ASEAN member countries. The National Hydro-Meteorological Service of Viet Nam will also invite local participants from its regional offices and end-users of its services.

OUTLINE OF ASEANCOF-9 ACTIVITIES AND TOPICS

The main activities/topics proposed for ASEANCOF-9 are:

Pre-COF
Day 1– Draft Consensus Building; Closed session on seasonal outlook (NMHSs and GPCs only)
Review of the consensus outlook from ASEANCOF-8, which includes review and analyses of the current year ENSO development. Begin with the GPC forecasts for the winter monsoon season and then focus at the national level. A draft consensus forecast will be generated out of this session.

  • Presentations by GPCs on regional outlook for DJF 2017 rainfall and temperature.
  • Presentations by NMHS on national level outlook for DJF 2017 rainfall and temperature.
  • Formulation of draft consensus.

Main COF
Day 2(AM)– Presentations on agricultural management

  • Presentations by end-user agencies on requirements and challenges in agricultural management.
  • Presentations by NMHSs (related to the theme on agriculture, e.g. how NMHSs work with agricultural end-users, and the translation of seasonal forecasts for their countries).

Day 2(PM) – Science talks/forecast-simulation exercises

  • Presentations by NMHSs (continued).
  • Science talks by GPCs - a review of the science of seasonal predictions in Southeast Asia and its application in agricultural management.
  • Activity - a table-top exercise/simulation for generation of seasonal forecasts for use in agriculture.

Day 3(AM) – Consensus outlook 

  • Presentation of finalized consensus outlook, discussions and feedback.
